What the? This is such a terrible compromise. The whole appeal to the main cap was to completely obscure the submerged lanes and be able to walk from one side to the other without crossing the freeway.

Bingo. TxDOT is cutting a massive open wound through the heart of Austin, but "graciously" let us buy and put a band-aid on ourselves - only now, that band-aid costs 50% more than we thought it would, and will cover less of the wound than expected, and we've one month to decide.
