In 1960 the MOD recommended to the Cabinet that the Royal Navy build 'Chinese copies' of US Navy Polaris submarines, and that the US Navy should not go to Holy Loch, but instead to Fort William in Scotland.

Absolute non-story. All RN personnel will still need to have passed a swimming test in Phase One training. This is removing the requirement to be a swimmer during the recruitment phase.
