Dans l'expression "réduire au minimum", le minimum est le point vers lequel on tend. Dans "réduire au maximum", maximum qualifie l'intensité de la réduction (réduire autant que faire se peut). Les deux tournures se justifient, et je ne m'interdis d'en utiliser aucune.
