There is no blanket Mark Harper. The Welsh Government had been working with Welsh local authorities for 4 years so that they issued TROs which excepted certain 30mph roads from changing to 20mph on 17th Sept when the legislation was enacted. Your ignorance is shameful.

Has a fantastic evening at pedestrianised Exmouth Market last night - felt like I was on holiday. There is zero reason why Chapel Market can’t compete in the same way. It just needs the political will to go big on facilitating outdoor dining in the evenings.
