It makes no strategic sense whatsoever for TfL NOT to lobby the GOV.UK for powers to cap PHV numbers. In fact, those at TfL Taxi & Private Hire don’t even have a coherent argument against it. It’s also contradicts the reasoning used by the City of London when they decided to restrict taxis.
