The problem of studying solar for 100% deliverability (i.e. NRIS) despite much lower PV deliverability value (i.e. ELCC) is becoming more widespread, as Ric O'Connell noted here. The solar industry has failed to get ahead of this, but it can no longer be ignored.
Listen to Mathias Einberger & please give the man a follow (+ his colleagues Katie Siegner Sarah Toth Claire Wayner) - among a few dozen people in the US who get it on interconnection.
Important thread from Tyler Norris showing the unfair treatment of solar by utilities: no capacity credit for RA, but then required to be deliverable in the interconnection process (NRIS). So solar pays for network upgrades but gets no RA credit. Not right.
