I can possibly support using tech to aid in executing lawfully issued warrants, but vague language like "threaten or cause harm" should give everyone pause. What's a "threat"? What's "harm"? Who decides? How can one check if they're in the database and challenge their inclusion?

TL;DR: If you invent a system that can safely and reliably run driverless trains on Victorian-era infrastructure w/o literally tearing it all up and starting over, give Siemens, Hitachi, Alstom, or Thales a call b/c if that tech existed (it doesn't) it would be worth £billions.
