Fake History Hunter Article suggests it was not listed (unusual for something of that age) In which case you can demolish what you want, generally. Planning permission covers what you are allowed to build but demolition does not require permission *unless* it has heritage protection like listing

Engineer William Fairbairn was Commissioned by the Fielden Brothers to design a new mill at Lumbutts. Todmorden. The tower was built between 1828-30 to house first two, and then three overshot water wheels, one above the other. Each wheel was 6 feet wide and 31 feet in diameter.
