Fire.app v1.13.1 has solved the compile/watch bugs on Windows. Please check the newer version instead. Sorry for the mess.

Fire.app v1.14 is released with Sass 3.4.13 and Compass 1.0.3. Various watch/livereload/notification issues are fixed.
