I visited UCT in Dec 2021 and noticed all of this. It used to be immaculate. In Dec there was litter, overflowing bins, notices stuck to walls, unkempt lawns. I hoped it was a one off. If anyone has a contrary view, I’m happy to hear it and correct myself if needs be.
