Upgrade the definition of “reusable” to get rid of these so-called reusable plastic bags, raise the pass-thru fee from $.10 to at least $.25, or both. That would be an improvement.

Highly recommend this blog post for anyone who cares about the preservation of our beaches. A bad decision in this case would essentially nullify protections against coastal armoring (i.e. seawalls) in the California Coastal Act.
