To retrieve the situation, the government has to do 3 things. First, address the financial challenges faced by the sector arising from the Budget. Second, take on reform. In reality that may require some form of task force or royal commission.

Third, start putting in place the building blocks of reform. Improve digital and data, back reablement and prevention, start implementing the workforce strategy, champion personalisation. These don’t need to wait for a royal commission.

This may perhaps be bringing home one of the very basic principle of ‘mission-driven’ government – that problems are complex and require joined-up action across many areas to fix them. Social care is one of these areas. You can’t avoid it for ever.
