It's been obvious from the start that the Assisted Suicide Bill is a covert Government Bill. Government lawyers redrafted it, Government whips got backbenchers to vote it through, and Government has allocated Parliamentary time. This leak confirms it.

So #assistedsuicide bill is a gov bill, 'a shadow policymaking process' outside the manifesto, 'with no consultation with MPs, unions or members, that sought to evade scrutiny on an issue of huge importance'. So much for the 'democratic will'. theguardian.com/society/2025/d…

This is appalling. If this is correct the Government has completely abused the private member’s bill process in order to circumvent the ordinary impact assessments and consultations on an extremely serious subject.

The problem with this is that the Minister for Care, Stephen Kinnock, has told MPs no fewer than 14 times that the Government is neutral on the passage of this Bill and on the principle of assisted dying. If they had a surreptitious mission all along, he has lied to Parliament.

Kevin Yuill 20 MPs (from 3 parties) entered the ballot to put forward their own Private Members Bill. The one "randomly selected" was the very bill Labour had PLANNED to get through this way. It looks as if the ballot was rigged. Who had the power to do this? Baroness J Campbell @tanni_gt

Massive implications of these claims: —Starmer kept his most far-reaching reform a secret from the electorate and his party; —Labour cynically used a half-baked means of lawmaking, thus endangering the most vulnerable people in society. Seven people with questions to answer:

1. The prime minister. He has said—repeatedly and in parliament—that the government is ‘neutral’, but the leak suggests a Labour plan to introduce AS, while concealing the nature of government involvement from the party and the public. Was he lying?

2. Kim Leadbeater. What did she know about these alleged plans when she proposed the bill? x.com/DPJHodges/stat…

3. Lord Falconer. In May 2024 he was saying “watch this space for after the election”, and in August 2024 he was talking about an imminent “attempt to secure” a PMB. What did he know? x.com/treesey/status…

4. Stephen Kinnock. Would be the minister for implementing AS and is a fervent advocate—has even backed proposals for doctors to be able to raise it with children. When pressed, gave convoluted answers on neutrality. What was he told, and what is expected of him by No 10?

5. Sarah Sackman, courts minister. Like Kinnock, was on the bill committee, and repeatedly quashed attempts to amend the bill, while voting consistently with Kim Leadbeater. What did she know about this alleged plan? x.com/nmdacosta/stat…

6. Sarah Wootton, CEO of Dignity in Dying, lobbyists for AS who last year spent £3.4m. The leaked document mentions DID 11 times and says: “We can control the parameters of legislation carefully through working with advocacy groups.” Why?

7. Civil servants. They have helped the bill along—eg with a substandard “Equality Impact Assessment” condemned as unbalanced by the ECHR. A civil servant casually told Baroness Grey-Thompson he was a bill supporter. Have they maintained neutrality? Are they expected to?

Now it seems Starmer circumvented the electorate and his party over AS, it makes more sense that he also excluded the cabinet. “A neutral stance must...be collectively agreed by ministers,” the rules say. The PM just declared “neutrality”—well before the bill was even drafted.

Last year, when Starmer’s MPs were told by their constituents “Labour is looking to kill us off,” they protested that AS was not Labour policy but a PMB. I think they could now reasonably ask whether their leader deceived them.
