Reimbursement culture is used to ensure that you don't have too many of "the poors" getting access to graduate school or becoming professors. Reimbursement culture also banks on people giving up on the process and supplementing the bottom line of the institution.

My 2 cents having managed lab budgets at 3 institutions: - Benefits and tuition vary greatly. More transparency needed on what this actually covers! - We are ~$25k per trainee (not counting mice!) - I add $3k for a new laptop. Not fair to ask trainees to buy work equipment.
