Full report by DC law firm Levy Firestone Muse LLP into France's involvement in the 1994 genocide against the Tutsi. Whereas the Duclert report said France was "blind" to the build-up to the genocide, Muse concludes France "enabled" it. #Rwanda #RwOT gov.rw/musereport
