Shocking disregard for pedestrian safety by ratrunners on Vanbrugh hill this evening. Blocked pedestrian crossing, ignored red lights, overtook into cycle box and as pedestrians tried to weave through them to cross I spotted this guy using both hands to text while moving forward

Well, this is surprising. Actually, no it's not. I must confess, I am not sure about the rules regarding this type of parking, but surely the pavement should still be accessible to pedestrians? And yes, I could use the pavement on the other side. But, guess what? I don't want to.
