It actually gets up to 98% in 2030 (and 99.9 in 2032)! 2030 is also when everyone in the bottom half of the income distribution starts to lose money as a result of the bill. Truly mind boggling. You really have to try hard to spend $2.4 trillion in such a lopsided way.
