Why does the government not just give everyone a tax free lump sum of £2000 and demand they stay home for 3weeks?would be cheaper than all the other plans the treasury has and would act as a stimulus to the economy once everyone comes out of quarantine.

It is not so much an extension that is needed, rather that the government actually pays out now. If money doesn't come through to companies by 29th April, a lot of businesses will not be able to run the end of April payroll.
