When someone says 'we can't do that, it will divert attention from THIS' when it is diverting exactly none of your attention from that, what they're doing is single-threading society. They're insisting we all think through each thing together, and preventing parallel progress.

There are a lot of examples related to schools specifically. Parents demand that schools do something, rather than doing it themselves.

There's sometimes a tragedy of the commons style reason for needing coordination at a higher level, but its more rare than people want to admit

There is this immense mental cage that people construct, plain to see: The 'ideal' place to do something is always one level up from the responsibility you can affect. That way, you're never responsible for it not getting done.
