I’m trying to save this poor dog from a miserable existence! My parent’s neighbors got a dog 3wks ago & keep it chained up outside 24/7. It’s heart breaking. I’ve reported it to the RSPCA (England & Wales) - fingers crossed they can save this little guy and rehome him.
