He obviously doesn't want them to leave. He's simultaneously pacifying them and validating their actions.

Today has been a mixture of elation and horror. It's incredibly unfair how Rev. Warnock and Jon Ossoff's victories have been overshadowed like this. A monumental day full of victories and insurection. I'm ready to focus back on the history Georgia made today.
