Charles Grant Peter Foster Whether changing something involves reopening TCA is a technicality. Anything both sides want can be agreed. More important are, as Peter Foster puts it, whether EU 'has self-interest at stake' and that 'base metal of “no single market, no customs union” cannot be turned to gold'.
