This is a major missed opportunity. Mandatory solar panels on all new homes can provide cheaper and greener energy to homeowners - It's a clear win-win. I am glad that my @libdems colleague Max Wilkinson MP's Sunshine Bill will get this policy back on Parliament's agenda.
