In 2010 when the Conservatives took office, they enacted a 'bonfire of the QUANGOs', where a bunch of government agencies were scrapped over night. This included the Tenant Services Authority (TSA) which housing minister Grant Shapps memorably branded 'toast'

The TSA was a fledgling organisation set up under Gordon Brown to provide some regulation of the social housing sector's performance with regard to housing standards, in response to concerns that there was limited oversight in this area.

When it was scrapped, Professor Martin Cave, the academic who had led the review which led to its creation warned the move “will leave tenants and groups of tenants without the protection they need against incompetent landlords”

Instead regulation moved to the Homes and Communities Agency, who had a remit to look at governance and financial viability. A key focus was ensuring the sector was attractive to private finance - basically a reassurance to lenders that they would not lose money
