NEW: Rough sleeping has risen in England for the first time since 2017. Number estimated to be sleeping rough on a single night in autumn 2022 is 3061. That’s:

Instead regulation moved to the Homes and Communities Agency, who had a remit to look at governance and financial viability. A key focus was ensuring the sector was attractive to private finance - basically a reassurance to lenders that they would not lose money

The TSA was a fledgling organisation set up under Gordon Brown to provide some regulation of the social housing sector's performance with regard to housing standards, in response to concerns that there was limited oversight in this area.

In 2010 when the Conservatives took office, they enacted a 'bonfire of the QUANGOs', where a bunch of government agencies were scrapped over night. This included the Tenant Services Authority (TSA) which housing minister Grant Shapps memorably branded 'toast'
