Share buybacks can’t by definition crowd out growth projects; buybacks are ALWAYS after all growth initiatives have been funded. Buybacks compete vs other FINANCIAL uses - dividends, debt reduction, cash, and M&A. CFOs should look at IRRs of buybacks vs IRR of M&A, risk-adjusted.
