Black market websites/hijackers are collecting names from the world announcements to track accounts created in 2002/01. Worth keeping in mind before claiming your cape straight away.

Jagex, you need to prevent accounts from pushing a global announcement when claiming 5, 10, 15, 20 year capes. It's just allowing hijackers to use that as a rough suggestion of when their accounts were created. You need to do something.
