“Everyone has the right to life, liberty and security of person”, says the Universal Declaration of Human Rights. However, people who use drugs frequently have their security of person and bodily integrity violated. Substance use is primarily a public health issue.

Today I delivered closing remarks at the Compassionate Pragmatism to substance abuse conference organised through the UN Joint Porgramme for Human Rights in the Philippines as part of our efforts to promote promote human rights in the country.
