A decade of insufficient funding, increased exclusions, lack of special places and Safety Valve?

How many disabled kids have no school place at all? Fuck the inclusive education dream, this is reality

These fines are well below the cost of making lawful provision. Poor accountability mechanisms like this encourage gaming of the system. No wonder LG & SC Ombudsman is overwhelmed and is rationing investigations.

Completely agree. LAs should be held legally responsible and fines imposed by courts?
