It a plan that Defra will have calculated will give them a reasonable chance of defending inevitable legal challenges in future.

It buys them another few years.

It certainly won’t result in rapid changes of land use or practices.

Defra has published a plan, of sorts, to improve the water quality of the River Wye. But the Wye is a cross-border river.

“The grown-up approach here would have been for DEFRA to produce a joint action plan for the Wye with the Welsh government.”

The long-awaited government ‘Action Plan’ for the River Wye looks more like a plan to save the intensive poultry industry than one to save the river.

Over £40 million for incinerators and AD plants to process poultry muck. No system change, just a bung to business-as-usual.
