#BorisJohnson obviously can't be expected to know whether he followed his own rules or not - it's all about what his advisers told him. In any case, he was too busy governing, which presumably means passing rules about which he himself, strangely, remains completely ignorant.

An article worth reading on Isaiah Berlin's empathetic and insightful view on Herder. And to read Berlin's wonderful prose is always a pleasure.
