Three main possibilities, I think:

1. Broad order. Something like:

Germany shall take all measures within its power

(i) to ensure that Israel respects international humanitarian law and

(ii) to prevent Israel from committing acts prohibited by the Genocide Convention.

Seeing commentary that ICC arrest warrants against Israeli officials would create a dangerous precedent because Israel isn’t a party to the Rome Statute.

Guess who else isn’t a party to the Rome Statute?

Russia.

ICC already crossed that bridge with warrant for Putin.

The court found it needed to issue interim orders because there is a risk of genocide: the Palestinians' rights (not to be subjected to 'genocide', or 'conspiracy to commit genocide', or 'incitement to genocide', or an 'attempt to commit genocide', etc.) is at risk.

For the plausibility-curious: whether the right is plausible is a totally different question from whether the claim is plausible. BUT the only logical reason for why there is a risk to the plausible right is in this case that the claim is not implausible.

I strongly disagree with the vilification and lionisation of lawyers participating in prominent ICJ cases, like this one. Still, this interview was a bad idea: muddying the public understanding of this case for the gain of clarifying a legal technicality.
