In June 1979 Godfrey Binaisa was sworn in (by Justice Wambuzi) as president of Uganda, displacing Yusuf Lule. In a time of great upset in public life, Binaisa said it was 'our duty is to unite this country, to uphold the democratic process & protect fundamental human rights'. 1/

2/ Binaisa's inauguration caused a great amount of controversy, & there were protests on the streets. Clip below. Binaisa--a lawyer--was Milton Obote's Attorney General up to 1967. Ganda people feared that he would--like Obote--use government power agains the kingdom.

3/ Binaisa's govt was remarkably idealistic--and effective. There were plans for a national memorial to the dead of the 1970s; & a dramatic reduction of local authorities' power. A key figure in Binaisa's govt was Dani Nabudeere, shown here in a July 1979 visit to Lusaka.

4/ Here's a remarkable clip from Binaisa's inauguration. Among those appearing here: a young Yoweri Museveni, who was Minister of Defence and head of the Front for National Salvation, a militia. Museveni appears at 0:31 & again at 0:55.

6/ In Sept. 1979 Andrew Young, the outgoing US ambassador to the United Nations, visited Uganda. He was met at the airport by Paulo Muwanga, the Minister of Internal Affairs. The US Congress had the week before lifted sanctions against Uganda. Young was there to negotiate aid.

7/ Here's the last bit of film from Binaisa's presidency: a rally on 1 May 1980. A jovial David Oyite Ojok, Army Chief of Staff, appears at 1:44. Two weeks later, on 12 May, the Military Commission would remove Binaisa from power, paving the way for Obote's return.
