Very true for Scotland too. Currently very little done to work with ppl with alcohol problems, though the Glasgow Alcohol Court is a shining example of what can be done well.

When Alastair Darling introduced a duty escalator (ie increased by inflation +2% each year) the number of people dying fell. And it raised treasury revenues.
