Apparent improvement, as the queues for the junctions will be half the length, as 2 lanes for Qs. Drivers will perceive non-existant benefits. Better to provide quality PT from York hinterland. Modal shift gives benefits those for essential car users AND those without car access.

@ TRRL in 80's @ time ring completed. Talk of extra lanes then! Back of envelope calc suggests cheaper 2 pay people 2 move house. OR charge any M25 user £5 & use money to support better buses & cycling facilities locally Modal shift makes roads less congested. Shift clears M25?

Note... Those far far away often have unreasonably influenced such things for decades. Fictitious characters 'MacBrooms' objected to TROs for reduced speed limits nationwide in 90's? Such objections may require a committee hearing even if only one... Level playing fields needed.

This makes me so angry. We don't have to choose between net zero and keeping people warm - the two go hand in hand e.g. insulating homes cuts bills and emissions. And how dare this Govt act like they care about keeping people warm when 6m+ live in homes they can't afford to heat

The highest and best use of solar panels is not to preserve parking lots.

Solar panels that justify manufacturing and fuelling/charging of vehicles, and excess paving contribute to global energy, pollution and climate crises.

First redevelop the parking, then install the solar.
