Welfare benefits were originally cast as universal precisely because everyone would (or might) have need of them at some point. That was the fundamental principle of National Insurance. It remains the essence of the NHS, though that social compact is now at breaking point.

This gradually changed as benefits were extended to contigent needs like disability & maternity. This provided an opportunity for the enemies of welfare to demand that all benefits should be based on necessity, from which means-testing was but a short step.

The real problem with the winter fuel allowance is not that it is arbitrary but that it is limited to pensioners. Far from being a universal benefit of long standing, it is actually a relative recent (1997) ploy to seduce a particular voter cohort.
