9. The authority does not encourage the forming of civil institutions independent of the government guidance. The mindset of “one game of chess for the whole country” is deeply imbedded in the bureaucratic architecture and quite often praised by the public on merit of efficiency.

10. In a society built on the combination of Confucianism and dialectical materialism, obsession of hierarchy is an integral product. There is no natural law to dictate the behaviors of people in a society. Yet, dialectical materialism recognizes human society is made of matter.

11. Dialectical materialism insists on there must be a natural law to govern society. Every person is trying to interpret the law. In an authoritarian society where the paramount leader is the incarnation of truth, holding the truth, the whole truth , who dares to challenge truth

12. In a society where almost everyone is trying to be at one level above the others, the society has a tendency to be stable as long as there is enough space to accommodate the hierarchical thought.

13. When the economy is performing well, the authorities have sufficient monetary incentive and fiscal power to provide more positions for those with hierarchical ambitions in exchange for their loyalty to maintain the status quo. These people hope to hang on as long as possible.

14. The giant community has developed into a more fragmented and diverse society after 40 some years of development. It is not wise to run it in the old fashion way. Sadly it is exactly the case in China. The U.S. has to face the reality and make good use of it to benefit people.

15. A good example at issue is the joint efforts by the major parties in the region to curb the flow of fentanyl precursors to the Western Hemisphere. I was a member of the team studying on the issue and progress has been made.
