There are lots of questions about the details (i.e. what exactly does 不再新建境外煤电项目 mean and how will it be implemented), but I'd argue that the simplicity of the statement—at this forum and at this time—is one of its strengths. Not much future wiggle room to walk it back.

Both sides benefit from this. For the US, it shows they are coming away from Glasgow with at least a signal by China that they hope to be able to do more and ways to hold their feet to the fire. For China, it helps stem the perception they came to Glasgow entirely empty handed.

Wonderful to see the U.S.-China climate declaration released today. Strong foundation for ongoing dialogue and renewed cooperation on enhanced near-term action. Kudos to both negotiating teams who worked tirelessly to reach consensus under challenging circumstances.

This is most welcome news. Kudos to Xie Zhenhua and John Kerry for prevailing in the face of strong domestic headwinds in their respective countries to make this happen. May it prove to be much more than mere words, and usher in a lowering of temperature in both senses.

This is a really important point. A good joint statement enables both sides to return home with a positive outcome, while also boosting global momentum. Today’s statement accomplishes all those goals.
