By doing this HMRC are removing any incentive to settle at all. Is this the aim? Why allow customers to settle on terms you're not happy with when you could possibly discourage them from doing so. It makes a mockery of the settlement process, the review and victims.

I refuse to believe an organisation could be THIS institutionally incompetent. HMRC have never been serious about settlement, the lack of resource available for the 1st settlement demonstrates it as do their continued attempts to frustrate efforts of anyone who intervenes.
