Texas AG Ken Paxton has launched an email tipline ([email protected]) where the public may report suspected violations of Texas election law.  I bet they get a lot of folks flooding their inbox with Paxton memes and hate mail.

The man in this video described as a "homeless advocate" is Kenneth "Barron" Seelig, a former construction superintendent who is affiliated with a group called the "Highway Hikers" who help raise toys and money for kids. I cannot find any evidence he works in homeless advocacy.
