In 1923 they created Nagorno Karabakh (lit translation; mountains Karabakh), drew borders of the oblast where Armenians would be majority, made administrative capital Khankendi, renamed it after Stepan Shaumian (who massacred Azeris) as Stepanakert. NKAO had 70% arm, 30%az pop.

This is part of the reason why #Armenians couldn't convince the world that #Artsakh is Armenian. When they themselves use the enemy's name for Baku's false claims, it serves Azerbaijan's propaganda. It was never 'Karabakh'. It was never 'Khankendi', but Armenians helped it be so.
