This needs to be taken seriously. Just today saw a child (10 yrs old) scooting on pavement in front of a vehicle waiting to exit St Joseph's Lane onto Tivoli Rd. The child was below bonnet height & within a foot of car. Fortunately, driver noticed child coming from side.
