Getting rid of that program might increase sugar imports and lower costs (the industry gets a guaranteed minimum price). It might get the President that cane sugar coke that he wants.

The support for sugar producers increases the demand for corn sweetener and thus corn prices are higher than they might be. The ripples go beyond the direct industry.
