There's a reason there's a distinction between the 3% and 1.5% NATO targets. The latter is intended to focus on the "enabling infrastructure" that allows a nation to effectively participate in defence initiatives, as well as securing domestic resilience. telegraph.co.uk/news/2025/06/1…
