If the bill becomes law it will repeal the 1945 UN Participation Act by which US reps serve in UN organs. The Security Council can adopt resolutions when a P5 is absent, as seen in the 9 adopted during USSR boycotts of 1946 & 1950. State of Palestine will quickly become a UN Member.
