Anyone else find it negligent that Arts Council of Northern Ireland have no funding provision for returning artists who left NI to train? All grants for individuals require "contribution to artistic activities in NI... within the last 5 years" Surely we should ENCOURAGE ARTISTS TO COME HOME?
