I am curious to know how can people working in public offices be so callous about a child no older 11 or 12 being made to work in such a public view. How many adults does it take to wreck a childhood? What does it take for them to develop a sense of right and wrong?

Entire HSR footpaths and now the roads have been encroached by these hawkers with very unsafe practice of cooking, child labor, unhygienic conditions etc. Many shops are setup surrounding electricity power sub-stations causing a major risk of fire and safety.
