DHS wants to make the temporary asylum ban a near-permanent ban. Changing "below 1,500 for 7 days" to "below 1,500 for 28 days" raises the obvious presumption that if that ever happens, they'll move the goalposts again to avoid lifting it. /Notably, the drop ended a month ago.
