1/2. Degradation of Armed Forces since independence has been cause of serious concern to Mil Leadership. Simmering anger, frustration, helplessness amongst Fauji are visible which forced ESM to start a peaceful movement to demand justice.

Degradation Armed Forces. 5th CPC, Pay scale Cols 17100-19350 while that of DIG (IPS) Rs 16400 – 20,000/- Grade pay Col was Rs 8700 while of DIG (IPS) Rs 8900 with less pay scale. No logic for the degradation. Govt requested restore original status.

1/2. Faujis retire early and also die early. Govt study on Life Expectancy civ Govt emps as 77 yrs & Rly emps – 78 yrs. Similar study carried out by service HQs found age expectancy of def pers, Sep to Hav - 59.6 to 64 yrs, JCOs 67 yrs & Offrs -72.5 yrs.

2/2. Assured sec career till the age of 60 yrs by the Govt is therefore, essential need to incr the age expectancy of def pers.

1/2. “If we fail to ensure that our Armed Forces get the pic of the Nation’s Youth, we may have to pay serious penalties for this lapses” (Lt Gen SK Sinha). Govt must make profession of arms attractive that most suitable youth to join the last bastion of the nation.

2/2. Decision to grant actual OROP is a small gesture towards this effort. However, while implementing decision Govt has fallen short of actual OROP. What has been implemented is one rank, many pensions.

Unresolved essential issues of concern to ESM and their dependents are attached. Govts at Centre and States requested to consider resolution of points earliest.

1/4. Do we respect our soldiers? Yes, people of the country do but Govts of the day have not done justice to soldiers since indep. Politico-bureaucratic combine, machination and scheming have led to continuous degradation, down gradation, mistreatment & ill-treatment of Mil.

3/3. Disabled soldiers are not retained in service and boarded out on a merge disability pension, whereas disabled civil Govt emps are retained in service and given all three Assured Career Progression under CCS Rule 47.

4/4. Nb Sub a Gazetted Cl II offr is equated with UDC which Cl III non Gazetted. There are other serious disparities to disadvantages of Mil. Govts need to consider removal of disparities & making Mil profession attractive for the suitable youth to volunteer.

1/3. Nam (Honour), Namak(Loyalty) & Nishan (Identity). “Nishey Kar Apni Jeet Karoon” are the slogans of Mil. There is no runner up in war. Tour of Duty (ToD) Policy will seriously effect these motivation and morale factors.

1/3. OROP Update. Ref HSC Judgement dt 16 Mar 22, arrears of pension account of OROP, were to be paid to all def pers within three months which expires 16 Jun 22. Govt has not issued any letter to pay arrears by due date.

1/2. Equalisation OROP 01 Jul 19 be based on:- (a)Pens JCOs/ORs be cal on Notional Max of rk & gp (GOI Letter 17 Jan 13 (att). a)Pay of Cols & Brigs is multiplied by factor 2.67 (DIAV Comn No 17 att). Therefore, their Pens be cal by factor 2.67 instead of 2.57.

GOI has not honoured HSC Judgement dt 16 Mar 22 by not paying arrears w.e.f 01 Jul 19 within 3 months. Executive not honouring judicial judgements is cause of serious concern. Govt is requested to consider issue seriously.
