Hmmmm, let me help 1. A refinery has byproducts that are environmentally destructive 2. A ranch also has byproducts that help agriculture 3. A refinery doesn't necessarily provide it's core products to the region 4. A ranch has the region as primary market(milk, beef, hide, etc)
